OSP Requirements:
• Organizations must have been funded through OSP for FY2025
• Organizations must provide a 1:1 cash match
• Provide quarterly reporting on activities and programs presented by the organization, attendance and venue.
• Provided a mid-year report in March 15, 2025, and final report by August 15, 2025 with updated financials.
• Must submit a notice to renew the second year of award funding by August 15, 2025, along with an updated list of project activities, operational budget and proof of liability insurance. Failure to provide these items by the deadline will result in the cancellation of Year 2 Funding.
- Failure to meet the requirements of the OSP funding category during year 1 of funding will result in the cancellation of year 2.
This category is for:
• Organizations that have maintained an operating budget of $100,000 or more for Year 2 continuation funding
• Organizations that have maintained their 501(c)(3) Letter of Determination
• Organizations whose funding request will not exceed 50% of the organization’s previous year’s expenditures as determined by the IRS 990 Form
• Organizations that have maintained a professional part-time or full-time Executive Director or Business Manager
• General operating expenditures, including artistic and administrative expenses.

CITY OF EL PASO’S PUBLIC ART PROGRAM

CALL TO PARTICIPANTS
The City of El Paso’s Public Art Program seeks to commission a professional artist or artists team to propose and paint an original artistic, site-specific, mural design as part of the Marty Robbins Recreational Center located at 11620 Vista Del Sol Drive. All applicants must reside within 100 miles of project location.
PROJECT DESCRIPTION
As a participant, you are to develop a schematic design proposal and cost for a mural that you would paint directly (no polytap) on the exterior wall of the center facing Vista Del Sol, adjacent to the basketball court. The total surface will be approximately 1,450 ft² (24’-9” tall by 57’-10” wide).
SITE DESCRIPTION
Marty Robbins is a community park with a recreational center, aquatics center, baseball fields, basketball courts, spray park, playground, walking path, and public restrooms. It provides for indoor and outdoor leisure for persons of all ages while helping in development of skills, and socializing as well as providing a space for community-building and opportunities to live a healthier lifestyle. The mural wall is located in the east corner of the building and can be seen from Vista Del Sol as well as by people entering the recreation center, using the basketball court, or walking along the path on James Chisum Drive.
PUBLIC ART OPPORTUNITY
This public art project will commission an artist/artist team to design a mural proposal and paint it directly on an exterior wall adjacent to the basketball court.
SELECTION PROCESS
All submissions will be reviewed and three to five participants will be selected to participate as semi- finalists. Semi-finalists will be invited to present to an Artist Selection Panel where a finalist will be chosen. The project will provide the opportunity for the selected artist to fully engage with the community in finalizing the concept and design of the artwork.
The site-specific artwork must:
· Be painted directly on the wall (no polytap) using high-quality paint.
· Enhance the view of Marty Robbins Recreational Center, welcoming facility users and drivers passing by.
· Be inspired by the Chihuahuan Desert, such as but not limited to:
o Flora
o Fauna
o Colors
o Textures
· Create a dynamic aesthetic that can be seen from afar while enhancing the general area.
· Be an original art piece appropriate for public display, able to stand up to constant exposure of recreational users and possible vandalism or graffiti.
· Consider site limitations when installing mural, may require special considerations in order to reach all areas.
Please keep in mind that this is a schematic proposal. Once semi-finalist is selected, they will be asked to make changes in design based on feedback from community outreach, stakeholders, or other constraints. The selected finalist will be asked to work closely with El Paso’s Parks and Recreation Department and Museums and Cultural Affairs Department as well as the community and other stakeholders in order to further develop the proposed design.

PROJECT BUDGET
Artist/artist team is to develop an all-inclusive budget. The budget for project is to include artist fee, insurance, any wall preparation needed, materials, supplies, scaffolding, anti-graffiti coating, professional photography, and any other costs associated with delivering a completed project.
SUBMISSION REQUIREMENTS
Schematic proposals are to be submitted by the submission deadline, participants will be notified if they qualify as semi-finalists and invited to present at a later date to an Artist Selection Panel via Microsoft Teams.
A complete package of items below is required by submission deadline in order to qualify as a complete proposal.
· Concept Statement: Describe your proposed design; include a narrative description of design concept.
· Project Illustrations: Provide color rendering(s) of your proposed design. Eligible forms of project illustration include digital presentations and/or drawings indicating colors, location, scale, and proposed materials.
· Cost: List all expenses itemized and total. To include to include artist fee, insurance, any wall preparation needed, materials, supplies, scaffolding, anti-graffiti coating, professional photography, and any other costs associated with delivering a completed project.
· Specifics:
· List of materials to be used (paint specs, colors, brand, etc.)
· Anticipated timeline- overview of stages and overall duration to complete
· Maintenance description- include a plan for cleaning and repairs
· Previous Work:
· Brief overview of previous projects completed by artist
· Budgets of previous projects and overview of materials used
· References: Provide at least three references from previous projects completed.
Ø Note: No additional material will be considered after submission deadline.
Completed proposals must be submitted by August 22, 2025 at 5pm MST
SELECTION PROCESS & CRITERIA
The following listed criteria will be used in the evaluation of proposals. Please note that the list is not in order of priority and some criteria will receive more weight than others will.
· Demonstrates artistic merit, including excellence in aesthetic quality, workmanship, innovation and creativity.
· Demonstrates appropriateness in scale and form and is of materials/media suitable for the site.
· Builds the diversity of the City’s public art collection.
· Makes good use of budget, realistically offering the community the best design possible with the funds allocated.

It is the responsibility of the submitting artist to ensure that applications are complete and arrive by the deadline. Extensions to this deadline will not be granted.
